            Programs are available to low-income and other District residents, including seniors,
            through the DC Energy Office (DCEO). The DCEO helps low-income consumers pay for
            the cost of energy and make their homes more energy efficient. Energy Hotline serves
            as the agency's major clearinghouse for information on DC Energy Office services and
